Setting Targets - against Indicators to International Standards

You will need some indicators to measure your targets against.
Check out the recognised International Standard for Indicators:
ISO 14031 sets standards for Environmental Performance Indicators (EPIs), Management (EMIs) and Operational Indicators (OPIs). Ideally the indicators would be some available measurement that is already being carried out.
Match environmental, management and operational indicators with your targets.
Look at your targets and identify which issues you identified in the last step 'Assess' they relate to.

Task 3 Decide who needs to be involved, consult with them and negotiate a feasible target. Allocate responsibilities, quantities and timescales
Example:

Targets should be SMART
Specific: People appreciate a clear precise target.
Measurable: Use an indicator to measure progress.
Agreed: People will participate if they agree the target.
Realistic: Decide what can be achieved, be challenging.
Trackable: Track activities that contribute to the target.
