Who can Count?
Anybody at work can help count the carbon their organisation is responsible for. There are many questions and issues and nothing is completely clear. So we need all hands. The strength of carbon counting is that the issue is measurable. Anybody in any organisation can be involved with counting carbon. In vocational learning standards, there are 5 to work out what people should be able to do - at work. Level 1 is for people to show that they are capable of work.
Level 2 Supervised workers could take the readings of the various measures from electricity meters, and can monitor what is working. They can also suggest improvements, to show where there could be savings - predicted to be as much as 90% in energy usage.
Level 3 Supervisors, team leaders, union reps and technicians all have a certain degreee of autonomoy in their work. They need the skills of collecting, counting, calculating, and computing the figures that will be used by others to determine priorities.
Levels 4 Managers will use their experience of management systems to organise the steps that people can follow to work out the overall footprint. They will learn about standards of reporting and disclosure that require new managerial skills. Level 5 is for directors to develop strategies.

Carbon Counters (Level 4)
- are managers responsible for policy and planning.
A Carbon Counter (Level 4) will need to work with others to determine specific responsibilities and roles.

H&S law requires consultation, but this is not required in an environmental system.

Ask relevent questions
The Carbon Counting Toolkit is designed particularly for people at work, who have the freedom to move around. This 'autonomy' means they can ask questions, check progress and raise issues with relevant people.

Carbon Counter (Level 3)
- is for supervisors and union reps - people who can translate between management and the shopfloor.
Such a Carbon Counter (Level 3) can be expected to carry out quite complex tasks regarding counting and assessment.

Collect evidence
We havent been counting carbon for very long, so there are many gaps in our knowledge.
eg. year on year CO2 reduction UK 1990-2006
eg don't have a good knowledge about loss of carbon from soil (Sister Site).
There are coutless other places where we need more measurements.

Carbon Counter (Level 2)
Many people can be involved in measuring and monitoring energy and emissions. All employers can check, visit, list and identify energy and emission sources. More on Level 2 Functions

Suggest Improvements
All employees can contribute towards making improvements. We can demonstrate that learners saved their companies on average £2000 each, when they took part in the programme called "Environmental Effectiveness" (links to Home Site).

Skilled workers, supervisors, trade union reps, energy champions, technicians, or junior managers could all use our Toolkit.
We are investigating the possibility of developing a nationally recognised vocational qualification based on the skills required by this carbon counting toolkit.
